Lemon juice?

100% habanero oil. If it's distilled (some sports bars use distilled oils in their hottest sauces), it's perfectly clear.

but...the two don't mix! We used to use lemon juice to cut the habanero oil out of peoples' mouths.

Lemon juice won't work. You can't get enough on a toothbrush for one thing. For the other, it's too damn weak. Hell, I sometimes buy lemons just to juice and drink, no sugar or anything. Also, citrus and especially pineapple actually dampen the effects of capsaicin.

Also, as to habanero oil, see if you can get just the dried seeds of peppers, and use those in making the oil yourself. It's pretty easy to make, just as long as you use a paper mask if you grind the seeds. The resulting oil will corrode steel. (metaphorically)

The idea with using citrus fruits is that it tastes terrible when combined with toothpaste, not having anything to do with the fruits original sourness or taste.

Or go with the old favourite, soap. Rub the brush on it, push up the big clumps that get stuck in it and there you go.
