Well he signed it into lawThis thing skipped past democratic process and all attempts that we made to constuctive engage with the minster over this where ignored and brushed aside.
This is the full extent of the law purposed:
3. The Act of 2000 is hereby amended by the insertion of the following subsection after subsection (5) of section 40:
(5A)(a) without prejudice to subsections (3) and (4), the owner of the copyright in the work concerned may apply to the High Court for an injunction against a person who provides facilities referred to in subsection (3) where those facilities are being used by one or more third parties to infringe the copyright in that work.
(b) In considering an application for an injunction under this subsection, the court shall have due regard to the rights of any third party likely to be affected and the court shall make such directions (including, where appropriate, a direction requiring a third party to be put on notice of the application) as the court may deem necessary or appropriate in all the circumstances.
This in effect is basicaly telling the Irish courts to determine Irish copyright law and lets copyright holders bring expensive court cases against any site that can be described as infringing in anyway.
To make things better
here's an alternative SI that was purposed.Now Sean Sherlock said that the alternative SI achieved the same aims as he was trying for.
But it had large popular support while his had a storm of angry emails, petitions and protests.
Without even giving a reason as to why he rejected the alternative SI and signed his own.

here's why.You see despite the sevre blows to the Irish economy and the deep fianacial trouble the Irish government find themselves in
EMI and other record have decided to sue the Irish state.Even if they lose this will cost us a lot of money we don't have and if they do win the damages awarded could well be crippling to the entire state.
So instead of fighting this on the grounds of say there not being any evidence proving that piracy even decreases revenue or that allowing injuctions would decrease piracy they decide to rush through a vauge law in the hopes that the friendly, massive, international record companies will be nice and leave them alone.
