Belief in one leader over everyone doesn't necessarily mean that you are a fascist.

And, in this hypothetical  leader's case... those people who want him to stand "over everyone" without loyalty to a particular nation (but otherwise holding to regular fascist mantras) would nonetheless expect this man to create a state that rules everything, right? Thus they would be, in a way, nationalists (centripete nationalists) of this supra-state
