Just change the civ ethics. Works great! Goblin leather and goblin tallow biscuits for everyone.

It does not allow cannibalism, so you cannot eat your own dwarves, but you can kill and eat invaders.

Now... to mod in meat as currency.

I'm less about the KoL meat. I want bone coins, actually. Really awesome author included them in a novel I love. Quite frankly, if DF could let me mod in everything from that book, I would consider it complete-as-need-be. (except for booze fountains)
