Actually, I would think that the almighty RNG is GOD and Toady One, ThreeToe and Footkerchief are just apparitions of its power for its true being is forever beyond our comprehension.

Certainly our sacred RNG cannot be held in the bounds of the law, as technically it could possibly spit out a CP image or some network hack, just by having the right sequence of ones and zeros. Can you really create a law against the string 010110001001...?
