Okay: For a rule to be made or ammended the maker/ammender must state the rule number and whether it is to be made or ammended. He must then state his new rule and everyone must vote on whether or not the think that the rule should be made/ammended. If a majority of votes (not equal) say that the rule should be ammended/made then the rule will be ammended/made.

I don't think that there are any loopholes there.

i say that majority should be 67% (4 votes as of now 6 of 10 ect,) like the Senate or HoR requires to pass an admandment

@Diakron: 2/3'rds majority is fine, but it's a separate issue. Also, 67% of 10 would be 7 votes, not 6.

I propose that a new Rule be made:

In order to facilitate a speedy and productive game, you now have 36 hours to propose a Rule/Amendment; After which 36 hours will be given to vote on or discuss the issue. If one person wishes to discuss the issue and additional 36 hours will be allotted. People who Do not:

A) Propose a rule or amendment, then they shall be passed over and the next in line shall proceed
B) Vote, then the votes will be tallied as if they where not playing
