White Spiderman is getting old.
So he finds a way to replicate his powers and passes them on to his protege.
Who just happens to be a black guy.

That sounds like the sort of thing they'd need to get permission from marvel for, and marvel really doesn't seem to want to make spiderman a legacy hero.

Of course the new person wouldn't be spiderman so it would just be like them tacking the name on for no reason. Why not abolish the original part about spiderman handing on his powers and just have a new super hero?

Damn right. Next they'll call Batman's new sidekick Robin. Or the replacement for Green Lantern, -Green Lantern!

Instant fanbase, albeit a somewhat more reserved one until New Spidey can prove his worth. Everyone knows the name Spiderman. If he was Shotweb Howdoi he'd have to start up from scratch, and while new superheroes are introduced every now and then, no way in hell Marvel would give up an icon for poor 'ol Shotweb.

General opinion tends to be 'a fine move but not as good as the first.' Both critically and by average audience members. And yeah, that final fight was weak.
