Actually, it could be an interesting reason to build huge megaprojects.  And castles in the clouds are a recognized fantasy trope, in case we want to try another area of real estate.  No stone, of course, so the building materials would come from the surface.

I wouldn't want it to be a wholesale reward, really.  I'd prefer something dangerous like the current HFS to a land of fluffy inert angels just looking happy, and it would discourage people from just building a stairway to heaven day one of the fortress.  If it's included, I'd definitely want it as a worldgen option.

I think its a good idea, angles would be a nice alternative HFS. Maybe if there needed to be a benefit, angles would be decked in various precious metal armor/weapons suitable for melting.
