No, it loads the whole image, just displays it compressed. It's the same resizing mechanism that makes these

 look the way they do.

But if that were true, why does it take longer to load the full sized image than to see the avatar-resized one if it was already cached? I thought it loads the image, compresses it, and your computer downloads the (smaller) compressed image. If that were true, it wouldn't be much of an issue.

Well, it is not true. There is little reason for browser to cache resized image because no-one should be using browser scaling in first place.

Why not a size limit? Too big is too big, does it really matter if it is animated or not? Let people keep their animations if they can make them reasonably sized.

Not only are they annoying but some of the forum members have avatar images that approach 1MB in size - a little crazy.  I know some forums ban animated avatars so it's not unheard of.

What, are you using dialup or something?

Does not matter.

First, I am interested in posts. Aka, about ~10kb per page. Downloading 10mb of avatars is pretty damn pointless and seriously dumb (page weights 1000 times more that it should, seriously ...)

Seccond, There is transfer limit for some connections. It adds up. I aint getting my connection throttled because of pointless stuff i am not interested in per point 1

Third, people view this fora in work. In here, people with ~100 mb per month get "on radar" and have to explain it to mindless it drone.

Fourth, 1mb downalod is not end of it. It is 1mb in cache (which could contain something more usefull instead) and 1mb in memory (which hogs down browser).

Fifths, get out of my lawn!

Then turn off avatars.

Again, turn off avatars.

(Guess)

Edit:
Oh, I saved this page as HTML and compared the HTML size (45.8 KB) to the size of all "associated other stuff" including images (211 KB).  The first page of this thread comes out to 70.3 KB and other files 1.02 MB (largest of which is TatersAndTots's avatar at 744 KB).  Even on transfer limited dial up this is next to nothing.  But if it is a big deal...

Turn off avatars.  It's in your personal settings, "Forum Look and Layout"

Animated avatars are like drugs; I really don't care if you make yourself look like an idiot, I'll just ignore you.

I usually block only the worst avatars, like that horrible thing what's his face had... the talking, black-eyed... thing.
