I am on the edge of my seat waiting for the new version.. obviously any version may have a variety of bugs and glitches that will be worked on for the next version, but i just feel this next version will be a very nice version..

It's going to be awhile before the next big release.

What people are saying is, 31.04 is already the 40D# merge.
It has a few bugs/faults (like the randomly generated dimensions when switching modes). 31.05 which Toady One is planning to release somewhere towards the beginning of June should fix some of the most glaring problems (like graphic tiles mode not working). In addition, he reported that he has fixed the melt item bug for that release.

I am too, and i like the way the merge sounds.. but I can not play without the tile set. Personal preference is the easiest way to sum it up.

So in light of this, ive hyped .05 to be amazing and super awesome for myself

DF 0.31 has retrained me to ASCII. I am also getting a new player on board with the .04 version.

I'm using .04 and am unable to resize the window or zoom.

Also, by version, I mean addition of core stuff, like how we went from .28 to .31.
The rest is just bug fixes and stuff like that.
So in all likeliness, .05 will, in fact, have less bugs than .04.

Resizing and zooming are definitely merged in 31.04. If they don't work for you, unfortunately the problem is probably at your end.. Are you sure you didn't download the "legacy" version by mistake? Also, there is the 50-page topic for 31.04 which seems to have lots of glitch-reports and technical stuff in it, so it seems that other people have been having trouble as well

Since I turn off mouse support as one my first actions with each release, I can't comment on the zoom function, but the resizing is definitely there in 31.04, and I depend on it when I switch to windowed mode from the full screen mode I usually prefer: The routine that creates the initial window seems to be connected to the RNG - sometimes I get a window that is as high as the screen but only 50 pixels wide, sometimes I get a window as large as the entire screen, sometimes I get something in between, and sometimes it simply crashes, probably because the window was set to impossible values. Thus, I always have to resize the window in windowed mode to get a usable window (fortunately, the window size is kept during a session, so once I have switched, I can go back and forth between the two modes without problem.

Check your init file. There's a setting for resizing.

Tile sets work. Just individual dwarf graphics don't. Instead, you get whatever the tile set default dwarf looks like colored to whatever the dwarf's profession is. Animals and anything non-dwarfy still show up as letters but that's a quibble.
