EDIT: When he was on free week I played him few times. I scored really BS double kill with him in early laning phase. Top lane 2 on 2 battle, my partner drops dead I'm 1 minion hit away from following. I pool, kill one and damage further second, after it ends I immediately finish off remaining guy with transfusion. They weren't even angry, they were laughing at how BS it was..

The game is getting infurating now, can't seem to get a win, bloody Vladimirs and Miss Fortunes everywhere and i really don't know a good tactic against them as Fiddle

Don't go near them.

That's pretty much it as fiddles. Only other tip I can give you is use flash to extend your ulti range and stack mad amounts of AP.

Take them out before they can deal with you.

Miss Fortune is only a danger if you're not moving or for some reason can't move (i.e. Blitzcrank CCs GOD DAMN IT RIOT).

Vlad is just stupidly hard to kill, but keep in mind damaging him also means he can't use abilities as freely since he casts from health. It's best to have a Disabler, particularly with a ranged stun like Taric's Dazzle, to keep him from using his Sanguine Pool as a Get Out of Ganking Free card.

Vlad isn't that hard to kill, let him pool and burn 20% of his hp , THEN stun him and unleash nukes, cd on pool is quite long so he won't be able to use it again.

BTW Vlad's hate Fiddles, if you attach with drain pool won't be able to save him. Flash ulti him, terrify, drain and he is dead. 

Miss Fortune is problematic but tons of her damage can be avoided with positioning as it comes from dot aoe's. Once you get to her however she drops quickly. Fiddle jumping out of bush should have easy time with her.

20% of his current HP isn't a lot when he only has 20% left. it's more like 4% of his HP or lower. And he usually has his Q up ready to lifesteal for more health. Also if he pools under a minion wave he will be gaining health not losing it. And when he pools, if you have stuns you think he isn't going to head back to his turret?

Fiddles ulti doesn't hurt vlad while he is pooled. And health drain is no where near enough to kill him.

I wouldn't mind MF if her abilities didn't allow her to farm more effectively then even heimer. And considering she gets to choose when to release her ultimate, it's not a simple task to just avoid it. It does equal damage as kat's ulti but its a cone instead of a sphere, meaning she is in less danger and has better chances of avoiding a disable. And it's not limited to only 3 people at a time.

Vlad never was much of a problem.
He has a pattern.
He is predictable.
You can hit him with any skillshot when he comes out of his pool, he won't be able to evade.

Sona is an entertaining supporter.
I think I'm going to play her a lot.
