Call of Cthulhu refers to a pen and paper role playing game where you valiantly fail in struggle against unfathomable horrors.  If there's a game play video, it's of some Call of Cthulhu inspired game.

Call of Cthulhu is referring to the Call of Cthulhu video game. It's pretty neat, mostly for the chase scenes.

Well I really was referring to the tabletop, as its basically the epitome of the little guy vs. super powerful enemies, but I hear the game (CoC: Dark Corners of the Earth) often involves you running for your life and running out of bullets.

I've watched someone LP parts of that.  From what I saw it was about shooting up morphine.

Players tend to run out of bullets in games that arn't about killing everyone.

Many people complain about the lack of bullets in Resident evil when they give you enough ammo throughout the game to kill every single thing in the game.

You can probably count any freeform RPG, like Space Rangers or Vangers:One for the Road.

I should also note that when I saw the thread title, I first thought about another kind of underdog games.

You have Freedom Fighters, a nice fun game from the developers of Hitman, and very inspired by Red Dawn (it was the major the interest of the game).
In which you start as a nobody dragged by circumstances into guerilla against the soviet invader and progressively turn the tide into victory.

Deus Ex could be seen as this kind of underdog genre too, as you start as an agent created to serve an organisation and progressively become much more than this and effectively become pivotal in many things. But saying more could spoil the whole game.

The Thief serie too, as you always start as a simple thief in a medieval city, but for each titles progressively you're dragged into a plot of kingdom changing proportions and have to save the day even if you're not really willing to.

Many RPG, like Darklands, Daggerfall, etc... use that kind of plot too, you always start as a nobody and achieve something nothing short of epic for the whole world you're in.

What, you already ARE the Underdog in Warband. Fleet of a thousand men chasing you while you're alone? Hell yeah.
