11 pieces will work.

Look for that cho'ko'nu again, then disassemble it using my tinker skill to preserve its mechanical parts. Afterwards, use my tinker skill again to make a shield of the kind I had described earlier.

if the buildings are fairly close together in this city:
change into animal form and climb the closest building (get to the roof)
if they are moderately far apart
head for the center of the city, trying to find anyone/anything in the vicinity.
