It is random but if he has more than 3000 gold and isn't fighting, you may melt it into a brick when you encourage him. I don't know if punishment can as well.

Your hero buys and sells items automatically. You can't make him "save up" for better equipment - chances are he'll spend the money on hookers and blow or something equally ridiculous.

It would be cool, though, if each action had "tags", like [attack], [attack_fiercely], [waste_money], [heal_self], [buy_equipment], [donate_money_to_guild], etc. And when you encouraged, it would encourage your hero to do things with similar tags. So eventually you'd get a really smart hero who would never buy a -10 frying pan to replace a +50 Ornate Sword Of Godly Smiting, who would melt gold into bricks at every opportunity, and who would heal himself when not battling.
