If a dwarf is red on a body part, does that mean it will never be usable again, or will just take a very long time to heal? because a 1 z level fall made my miner have red on both legs and his pick arm...

It means, find a doctor before it gets infected.

ah no, he's already in the hospital with my child/doctor caring for him. the question is, will he ever walk again? because if not, I'm finishing him off here and now.

If you have crutches available, he should* be able to use them, and after enough time passes, he'll be able to use them just as well as his own legs.

(* unless some bug prevents him from doing so)

It's amazing how dwarves can make a stack of bones completely waterproof and magmaproof.
It's amazing how they can make an entire floodgate out of the bones of 2 cats.

He could join your army as a biter or kicker? Don't kill him right out, just throw him at the first thing that even remotely resembles a threat to stall for time while your military shows up.

Red injuries should heal, I think.  You need soap and medical attention to ensure they don't get infected and are treated properly.

Wow, talk about ruthless.  This dwarf didn't even make any unreasonable demands!

At the very least allow him to engage in SCIENCE!

no, but she's idiotic enough (decided to tunnel out a square, when she was standing on it) that I don't want her infecting the genepool unless she maintains some usefulness. ;)

I'm having trouble getting it to stockpile in the Hospital Coffers with the crutches and splints, but in terms of medical USE, I think yeah.
