Alright, I thought about this a bit, and have decided that the card swap should be limited to once per turn and may not be drug out by swaping a card, using it, then swaping a separate card, and so on. This slows down the game. However since I have already permitted it once I'll allow it until this phase is over(the last three ships having completed their turns).
 After ship 4 finalizes its turn, you may only swap once per turn.

I have also decided that your cards will refresh the moment it is your ship's turn, this is more fair in my opinion.

i support those changes, i exploited the previous system a bit, this one seems more consistent.
