Organization useful for Military Demonstrations?

So as I watched my extremely patient dwarves wait their monthly training out as the military commander fumbled through his notes to see what to organize today, I noticed that he had actually decided to do a dodging demonstration, unfortunately, it had taken him about fifteen days to do so. He then proceeded to Organize the Dodging seminar, and wind up doing absolute jack. It then occurred to me that this may have been because he couldn't organize even a sock drawer.

Long story short, does organization affect the speed at which my military commander organizes seminars?

soon we are going to need schools to teach things like this.
maybe our mil captains need a stint as manager?
