What is happening to me?[townspeople refuse to talk]

I haven't stolen anything at ALL so why are people saying "don't talk to me"?

If you steal something, they will kill you.

Is the tal'k' command literally doing nothing, or are they saying "Wait until I return to my home!"?

it is possible to have killed someone from the same civ but in a different town and they will say dont talk to me. and i think it needs comfirming but i've heard that if u eat their food now it is classed as stealing

I can't say I've ever observed this, but that could be a consequence of me killing everything that moves.  I think taking food has always been stealing - if it is bracketed by $dollar signs,$ don't touch it.

you used to be able to eat food out of people's houses without upsetting people

recently this has led to people saying they won't talk to me
