I'm tempted to note the fact that Tarquin is wearing a different helmet than T-overlord-guy from the Nale/Elan origin story comic, and therefore they might not be the same person.

(No, it's impossible that he bought a new helmet in the 20-year interim. Be quiet, logic.)

 There is a possibility of Lawful Good. The definition is of a guy who serves his country and does what is right for it. I genuinely see him as a general who conquerors because his country needs it. This is a hotly contested desert battleground after all. You don't need to be evil to conquer when that is the norm of the land.

Unlikely. Lawful Neutral is a possiblity, but remember, this is the guy that raised Nale.

 Nale is a very good argument for chaotic evil. But then again he was an asshat even when he was a baby. Not too much of a stretch to assume he was evil from birth and no amount of raising could help him out.

I have a possible argument for the Empire of Blood not being evil:

I remember that a map earlier in the series (just after the Order found out they'd been screwed with by Girard) that there were Empires of Blood, Sweat and Tears. Perhaps the only reason the Empire of Blood is named so is because the three nations were allied from the start, and the Empire of Blood just got the short straw.

Nale hates him, though, and Nale is definitely Lawful Evil.

Actually, the whole slaves thing would be debatable, except we've seen that the slaves are treated horribly, so the bureaucracy itself might be evil.

The Empress herself, though? I know she's a Red Dragon, but eating people isn't necessarily evil.

Don't forget that Rich Burlew likes to intentionally mess with the common ideas of how to play alignments. See: Miko, villain who was Lawful Good. Hence why I think Tarquin will be a nice Evil character.

Yeah, but he doesn't do evil things just for the lulz. He does them for a (sometimes poorly-thought-out) plan. On the other hand, you could take that as Elan verging towards Neutral Good instead of pure Chaotic Good, since he follows the rule of drama so rigidly.
