Imagine I want to travel through Germany, would my troops be able to move through normally if the owner (Tarran) allows me to move them through?

[joke]It'd cost you two times as much movement points to get through my territory.
My soldiers will force you to clogs, or wooden shoes. They'll fit uncomfortable enough for your soldiers to walk only very slowly.[/joke]

Note: I do not wear wooden shoes, nor does the majority of Dutch people.

@Caesar - Yes. You move through allied territory normally.

On Russia's money- Russia is the largest country in the world, with over 1/9th of the Earth's landmass belonging to them. According to the CIA World Factbook, World Bank, and International Monetary fund, Russia is around 11th, which put it into the $5000 income bracket. Whereas they're almost broke by their standards, many countries would kill to have that kind of money.

How exactly does capturing neutral countries work? We just walk in? Or do we have to fight? Also, do we have to keep a unit in a country to keep it claimed?

You can submit it secretly, but the results will still be public.

They'll fight back with their whole army. You can leave it undefended, but it'll have a 1/4th chance to flip back to neutral for every completely empty turn.

Their armies will be random. The number of troops will be based on their size and income. adding Jesse to the map.
