You have no dwarves with metal crafting activated  ;)


For some reasons, chain are made with the metalcrafting skill rather than blacksmithing as most people would expect (I had to check on the wiki). Switch on the skill on a random idle dwarves made him run (slowly... my computer didn't like your map) to do the job.
