We can start experimenting, maybe strengthen its foothold here in the natural world, as well as getting it to be loyal...

BUT WE MUST SUMMON AND BIND IT FIRST.

Also, don't forget the magic circle.

Once we get an imp, we gotta make a blimp.
And give the imp a li'l captain's hat.

YES YES YES YOU MUST SUMMON IMP
...
You cannot summon imp.

Your Tome of Spells does not list any form of summoning within it's pages. A perusal of your Tome of Etheric Guidelines reminds you that (how could you forget) summoning ethereal creatures is the realm of Incorporeal Creatures and their study. Haha! You serve a more noble cause; rather than using magic blindly, you work out where its power comes from, and how it works, then take that knowledge, and apply it. You would be better off divining how an imp works, and then simulating one, without the unfortunate side effects of mischievous destruction, stupid laughter, and the stench of brimstone.

Then do that, study until our eyes bleed with knowledge of the arcane

Naw, I wanna look into glowing impressively and controlling fireballs or something (by controlling, I mean practising flinging them around and keeping them moving around without hitting stuff for a while, and then fling them into a target).
Or we could go to a tavern.

Nah, magic is illegal, remember? We should construct what looks like a gun, but fires bolts of magic.

Magic is, but SCIENCE isn't!
Surely we want to reach a point where we can stand before everyone, shrouded in ether, and ignore all the rules but the ones we make for ourselves?

DON'T SAY I DIDN'T TELL YOU.

Try constructing a gun, that uses magic as it's power source and shoots fireballs?

Of course. A man with a magic gun need not bow to the rules of others. A man without one on the other hand...
