What general things does our tome of spells list? are we starting from base principles on all this or do we have something to build from?
Your Tome of Spells contains a few dozen basic and intermediate spells, copied from a variety of 'real' spellbooks confiscated from magic users. You made this book yourself. Every spell comes with a list of ingredients/equipment and a step-by-step guide to casting it. There are also useful notes on unfortunate side effects and musings on which ingredients can be left out. The spells are on a wide variety of subjects; wart-healing, wart-causing, fireballs, magic shields, and suchlike and so forth.
Your Tome of Etheric Guidelines contains notes you have made on the basic underlying principles of magic.

You look through your Tome. You select and copy out a spell that increases the fertility of the land.
It requires:
-Some common weeds (can probably be gathered in the nearby woods)
-Some uncommon weeds (ditto, may take a bit longer)
-An animal sacrifice (anything equal to or greater than a chicken)
-3 hours subtle preparation (subtle in that it is not obviously magic- one might be forgiven for calling it 'cookery')
-3 hours casting
Nah, magic is illegal, remember? We should construct what looks like a gun, but fires bolts of magic.
A fascinating idea!
You spend several hours flicking through your Tome of Guidelines and Tome of Spells, and sketching designs on bits of parchment. You end up with a 'gun' that will take powdered (animal) bone for ammunition and fire bolts of pain upon the squeeze of a trigger. It requires:
-One uncommon gemstone (you have plenty)
-One piece of plumbing (for the barrel; you have plenty)
Either-The stock of a gun
Or- Bits and pieces+2 hours crafting (bits and pieces= scraps of metal and wood; you have plenty)
-3 hours crafting
-1 hour of casting (the necessary enchantments to make the magic happen)
Further fine-tuning of the design can take place (for example, remove the need for ammunition, increase the damage, decrease the construction time, ect)
