You repeatedly try to order the entire town to do what you say. The citizens laugh at you.

Eglamore says that the town has more than enough food and water. It's just that the Enigmorons are approaching.

Gather some local hunters. We need a map or at least a description of the countryside.

From which direction will the attackers come?

I want to create a plan where we put out apparent treasure (bags of grain, etc) to lure them in, showing that we have surrendered and will pay them tribute to leave us alone.

Once they are inside, the archers attack from behind cover, so that each archer can comfortably kill several before they breach into his dwelling. Archers are directed to surrender rather than fight to the death.

During this time, the footmen circle around to the direction the Morons came from, to capture their supply wagons and kill their camp followers. They will then wait in hiding along the Morons' route back, to attack them from ambush. We may be able to use spare missile weapons from the supply wagons in this second attack.

The townsfolk, armed with whatever they can find, and having been hidden in the farms and forests and ravines and such around town (whatever cover they can find) will evaluate the situation. If they can occupy the town again after the Morons leave, they will do so and free any prisoners. But that will require a 10:1 numbers advantage. Or if they can do the same to capture anyone left at the supply wagons. Again, 10:1 advantage required.

If they can't do anything, the townsfolk will flee with the food they brought with them, trying to escape into the wilderness to reach a neighboring town. Our character will be with them,with Donlan, to provide necessary leadership. Eglamore will lead the footmen in the strike against the supply wagons. The archers are pretty much on their own.

This is an interactive fiction game, and all that implies.
You pray to the gods. It doesn't work.
You give a mighty speech in the town square, aiming to command the citizens to war! They laugh at you, and go back to trying to figure a way to flee.
