I assumed that the 'Turn of the Universe' that encompasses one of our turns was a highly variable (and relative) period of time.  In other words - that the universe moves at the pace of plot.  It kind of stretches believability to have Nemani acquire a big flock of sheep in a couple of weeks (and invent Usury, and all the other stuff he has to do this turn), so I'm employing 'fluid time' here.  >.>

That and I figure it'd take that Eye of Terror a few months to move across the entire Universe.  Maybe.

If nothing else, I'll say that Destiny accomplished a lot of this by going back in time and setting up events, unseen by anything else.  <.<
