What do you really need to turn Elves into Dwarves? Mutation could make them grow a beard; insanity effects could make them evil-minded, aggressive, tree-hating cave dwellers, and instant, full necrosis of their lower legs could make them short.

This would work, if horribly gruesomely, for neutering but not really for spaying.

You only need one gender removed from the running to halt breeding.

Given the level of dwarven cruelty pretty much everywhere else, I support the Hammerer suggestion.
