Scout rats are actually quite simple:
1 rat
1 camera
1 electrode(and here lies the problem)

Even in reality controlling the movements of rats through electrodes is possible, but it requires some pretty precisely made stuff.

You just need to get them to record everything they see, return periodically, and input all the data into storage. The hard part is making a program to collate all the data into a usable schematic ... and converting biological visual data into computerised data and storing it without revealing your activities to anyone who gets their hands on a dead rat ... unless... We need to create a brain-in-a-jar-computer!!!

How many sources of mutant fish can there be? we just need to whip up a shoddy half-baked mutant fish on the quick and sell that instead...

I was trying to imply you should get invited to my crossover. And since I have the group and event all planned out, I assure you that they DO. They're even renting out the local recreation center to hold it in. Your dude should totally get an invite :P
