The process is as follows:

Embark Fortress, arrive at 1st day of Spring.
Dorfs get sleepy for the first time and sleep where they drop, usually mid-spring.
Dorfs never awaken and, despite half a seasons worth of sleep are still listed as tired or drowsy.
Dorfs deydrate and die, around mid-summer.

Wait wait wait, you are absolutely sure you are playing .31.03 right?
Because the last time this happened was back in... 39... More than a year ago.

Did you modify the RAWs in any way?

Hmm, I hadn't put that tag on my dorfs, but I had put
Spoiler (click to show/hide)
on them while experimenting and forgotten that I'd done it. I'll see if taking those off fixes the problem.

hmm.... this reminds me of another post i read a few days ago, something about one of those forgotten beasts infecting dwarfs and then it spreading to others because of the whole tracking traces all over the place.

Problem solved. One of my genetic modifications to dorfs has Emergent Fun.
