you could try smoothing the floors, that'll clean the blood initially, and then the dwarfs should start automatically cleaning new blood. on stone floors anyway

no idea what (if anything) you can do on soil

I have stone paths on the surface that are covered in blood. The dorf's haven't cleaned it up yet. There are free buckets. Do I need anything else? Is soap required for cleaning?

Otherwise, time to engineer a volcano.

They will only clean the inside of the fortress (which AFAIK means  only the subterranean parts of the fortress)

my entrance is absolutely covered in blood and then my dwarves track the blood with their feet, now, in all irony, the most protected areas of my fort are paved with blood.

I had a doomed-from-the-start attempt to get through three aquifers on a glacier, which led to several (SEVERAL) attempts at reclaiming (this is an excellent way to stock up on barrels, by the way). The alcohol from previous attempts ended up on the ground, and then alcohol was tracked everywhere.

It was like Dwarven Valhalla. Except in the middle of Icicle-butt, Dorfland.

A single dead bear and injured dwarf somehow spattered blood all over my fort. I had no idea how it was getting there, it just was. Like pools of blood were just appearing out of thin air. It was crazy.

I believe they are stored in food stockpiles. Don't ask me why.

If it never rains, you could spam a bunch of constructed floors or walls. That'll destroy the blood.
