Non-Alchoholic Dwarves + No mandates?

In the creatures_normal file, couldn't you remove the [Alcohol_dependent] tag to make them not rely on alcohol?
 For nobles, under the entity_default file, remove the amount of mandates they can make?

LF: "No i mean they do not drink alchohol"

Urist: "Ooooh...that funny stuff Gerek makes in his laboratory? Hrmph. He keeps going on about it replacing coal someday. HA HA HA! Can you imagine! Crackpot he is. Though I never liked the stuff anyway..after the fourth or fifth flagon at least."

LF: "No, i mean no beer, ale, wine...no alchohol"

Urist: "............ I don't understand"

LF: "They will need less provisions and make your army more effective,  and increase the value of your fort!"

Urist: "but you said they don't drink ale?"

LF: "That's right."

Urist thinks a few moments with a quite puzzled look on his face.

Urist: "and they can swim?"

LF: "No, they can't swim"

Urist: "Ah ha! Very good. Have them follow Selva down to their new res....quarters. Thanks for coming by!"

I'd rather have alcohol as a treat, and booze bottles are effective bombs!
And no, I don't want peace. Expect every elven caravan to be ransacked using their own animals.

As for the mandates: Get a second mayor elected and you'll have a good reason.

(Until such time as the nobles screen is fixed, and mayors no longer cling to their status when replaced, un-mandating the mayor may actually be a sensible thing to do.)
