did this version fix the non decaying remains bug?

also can i transfer my fort from 31.02 over or do i have to start a new one

It's not fixed, and yes you can transfer your fort.  Just copy the save directory.

You might want to overwrite your save's raws with the 0.31.03 raws, because it fixes some raw file bugs.
And it does fix the pathfinding!

what do you mean by overwrite raws with new version raws? how do i do this? do i just save over it with esc-> save?

Let's say you named your dwarf fortress folder DF3103.
After adding your saves to the new version, copy the "DF3103\raw" folder to "DF3103\data\save\{your_save's_name}" and overwrite the old raw folder in your save.

Bug Tracker show the vermin rotting bug as fixed for 31.04. So we should be looking forward to that in the next bugfix release.
