Actually, there are a few documented cases, but I guess I skimmed those articles. I guess what i'm thinking of are semi-submersibles. To cite one example.."Four divers and a tender were killed on the Byford Dolphin semi-submersible, when a decompression chamber explosively decompressed from 9 atm to 1 atm in a fraction of a second. The diver nearest the chamber opening literally exploded just before his remains were ejected through a 24 in (60 cm) opening. The other divers' remains showed signs of boiled blood, unusually strong rigor mortis, large amounts of gas in the blood vessels, and scattered hemorrhages in the soft tissues"

By 'emergency fuel' i assume you mean in case the dwarfs start to sober up before they get home, because any real dwarf would rather die at the bottom of the ocean then go a moment without alcohol.

The semi-submersible you're talking about is a drilling platform.  Basically they can manipulate their ballast to change how high they ride in the water, but, afaik, they are still surface vessels.  The explosive decompression you cited was due to a failure in a decompression chamber, not related to the semi-submersible.  The actual structure that requires the decompression chamber is a dive chamber.

Basically, on the way down/at the bottom of the dive, they were breathing air under 8 atmospheres of pressure, instead of 1.  The increased pressure allows more gas to dissolve in liquid, resulting in an increase of dissolved air in their blood.  If they were to return to normal pressure too quickly, the dissolved gases would be released from their blood, formining bubbles in blood stream/tissues.  This is bad.  Normally, divers breathing pressurized air make decompression stops while coming back to the surface.  An alternative, which was used in this incident, is to keep the diving chamber pressurized the entire time, and then at the surface, use a decompression chamber to do a controlled decompression in one long sitting, rather than several shorter stops, at the surface.

What happened there is that the diving chamber and decompression chamber were seperated before they were decompressed, exposing the compressed air (8 atm, about 117.6 psi) to standard air (1 atm, about 14.7 psi).  That's where the explosive decompression occured.

So basically, you don't want submersibles, you want diving chambers, and air pressure :-p
