Good heavens, "not a good idea" doesn't even begin to cover it.  Even the Court authorities were still unwilling to even touch the bond of ownership that has bound Reynardine to Annie ever since he snuck into her doll - Eglamore said outright that forcing Annie to hand him over to them might break the bond and free him.  So, yeah, I'm thinking that we'll end up with an angry Reynardine that's slipped his leash, but will still be personally loyal to Annie due to their friendship.

EDIT: Found it.  Looks like that happens if the Court were to take him; doesn't say anything about Annie giving ownership to another person.  Still, probably not a good idea, even if I can see where Anthony's coming from on the matter.

Magic is kinda wishy-washy in the Gunnerkrigg-verse, but I'm assuming that the "contract of ownership" would then seamlessly transfer to Tony. After all, she gave it of her own free will, even if she's rather shaken.

Also, only slightly related, I'm wondering why nobody told her that her father would come to Gunnerkrigg Court as a teacher. Surely, the other teachers, like Kat's parents, would know that beforehand. Speaking of Kat's parents, I'm really curious how Tony and Donny are gonna get along now.
