Clearly Smitty's power changed what the headmaster was going to say.

Actually this makes perfect sense for the court. Smitty tends to create order, and Coyote is dangerous because of his unpredictability. Put the two together and the woods suddenly become much less dangerous.

Plus I cant imagine the headmaster being happy about all the messes Annie tends to cause.

That does not sound safe for Smitty though. Sending a being of order into the domain of a much more powerful being of chaos. Not that the court would care, hell, it would likely give them some political leverage if their diplomat was killed.

Maybe that is it, this story arc is about showing the evil side of Coyote and the court. And Annie will have to save Smitty or something.
