Based on the info given in the Wiki, Parley's around 17-18 (Year 12), Smitty's around 16-17 (Year 11). Totally old enough, if the pregnancy rate in my high school was any indication...

Well, it's time to place bets. Options are:

1. Antimony - The clear choice if you don't think this scene is building up to a plot twist.
2. Parley - The other major contender due to the Jones "she" quote about the medium.
3. Smitty - Unlikely due to Jones' quote, but there could be some trickery such as the court saying "She's the clear choice, but we don't want to pick her for [wacky plot reason]."
4. Anyone else - The clear choice if you think this scene is building up to a bigger plot twist than anyone else expects. Think Red.

Personally I'm going with Parley. The build-up in this chapter is taking way to long for there not to be a plot twist. Plus I think the "Annie is hella pissed at the court for not making her medium" is a lot more interesting of a plot than "Annie learns to be a medium". It fits her relationship with the forest, and it goes against the theme of the medium arc so far but in a good way: it stops Annie from following in her mother's footsteps and forces her to choose her own path.

Yeah, for some reason I'm thinking Parley too. Which is going to cause problems for her relationship with Smitty, which generates its own dramatic narrative. Plus, maybe cue a Coyote tantrum as he clearly wants Annie to be the pick (which may also be a reason why the Court picks someone other than Annie...you don't want to send your techno-magical Cold War trickster-god antagonist the diplomat THEY clearly want.)

Unless, of course, Coyote actually wants Annie to stay in the Court for his own plans, and made it obvious he wanted her as a medium, knowing that the Court would then not send her. He's kind of an insane troll Xanatos that way.
