Seriously, its cause Smitty is the boring guy.  He is the least likely person to get caught up in and/or influenced by the Coyote's shenanigans. 
While Annie is the most malleable of the 3.  As perceived by the Council...  why would they want their liaison to be more likely to agree with Coyote?
