PICK UP THE GODDAMN AXES I TOLD YOU TO USE!

Wit, you can't, because you're dead, because you spent the last year of Dwarftime not training with the axes you were told to, or even the training ones I also told you to use, nor did you put on the steel chain shirts, steel breastplates, or steel helms that were sitting in your barracks.

I just solved a similar military problem.  I'd been drafting my woodcutter, trying to get him to chop up some zombie horses with his axe.  I had him set to use the axe in the military menu, then told him to go kill the horses.

Instead, he would either stow the axe somewhere and run off to wrestle, or if the horses were close enough he would carry it with him but not use it.

What I had to do was set him to use no weapon while he was a civie.  I then "drafted" him by ordering him to stand guard next to the weapons stockpile.  Once he had become a recruit or whatever rather than a civie, I put the battle axe back on his equipment list.  He picked it up just fine and used it to good effect against the herd of horses ;).

Arsenal Dwarf has been assigned forever, and is a Legendary Bookkeeper.

I have a strategy for this.

1. I deleted the Arsenal Dwarf from my raws, and I am hoping this removes the need for him.

2. I use the 'Dwarven Pig' mod.

Its not perfect, but until toady bugfixes the military, its Pigs and Traps for me.

That might be the problem. Your bookkeeper may be too busy counting beans to give equipment to your recruits when they look for it.

It's not just that, the military system is really messed up. I had my legendary swordsdwarf drop his steel sword before he went into battle and he ended up dead. My Arsenal Dwarf is a full time Arsenal Dwarf and does nothing else other than handing out equipment. I've also had troops marked down as fully armored even though they only had gauntlets and boots. I've also had a swordsdwarf grab 3 swords, 2 in his right, one in his left hand.

Yikes, the Orcs have a nasty language.  Traditional foreplay would be right out for them; how would they ever "say my name" for one another?  No wonder Ocrs are always so bloodthirsty and violent, they're getting sub-par action.

I don't get the whole "oh, just station them near the stockpile before you turn it on!" thing. I've done that twenty different times in different orders and they're still standing there like dipshits with no weapon in spite of the well sticked selection of axes right next to them!

Maybe try removing the stockpile and see if they grab from the ground?

*shrug* I haven't really had that much problem, myself. I did get one goofy dwarf running around with 3 axes, but generally they grab one axe and do fine. Right now I have a squad of 10 axe dwarves fully equipped in steel armor with steel axes and none of em are having trouble keeping up with their weapons. Not sure what I'm doing different...

Okay, what's the exact order of things? Treat me like I'm 5 and step-by-step the whole "assign nothing, station, assign weapon" thing.

The problem is, it's kinda hit and miss. I've had forts where the military refuse to do anything but do induvidual combat drills in civvie form, and other forts where my civilians marched around in full plate, armed to the teeth, switching to militia mode at the drop of a hat. But its not really consistent   :-\

Have youalready tried to,
instead of just  equipping them with axes or swords (or whatever)
to  equip each of them with an individual axe/sword/whatever?

Maybe its buggy in some forts and I just got lucky. All I did was copy the metal armor uniform and set it to use battle axes specifically. Then I assigned it to all my dwarves. Then they ran over and picked up everything from my forge.

I don't see anything special that I did, so I guess I was lucky to avoid a bug.

Make sure you m, e, W and made him use the right weapon for military uses too... If he has an axe, but is assigned to preference, he might be mentally retarded and decide that he wants to rip up those goblins with him mits. I started explicitely assigning weapons on a dwarf-by-dwarf basis and I haven't had problems since.

Also, make sure you put your squad's alert (m, a, scroll to the alert and press right) to train, by default they're inactive and wont get equipment until they need it, and sometimes they enter combat before fetching their items. If they're "Active/Training" then they'll have the weapons on them. Make sure you build some wooden training weapons too, else your champions will sometimes butcher new recruits.

I like the new training system, the higher ranked people do demonstrations for the others, and the squad leader organizes the training sessions... It's a lot more fun to watch and loosely monitor.

I love the ideas of the new system, I like the scheduling and custom uniforms and and training demonstrations and all that.

I do not like that it does not work.

Now, yes, caveat emptor, it's an alpha. I'd quietly roll back to 40d so I could survive an ambush if I wouldn't miss magma seas, plentiful ore, and the underground so very very much. Right now I'm leaning on a 1-tile wide long hallway filled with 20-30 weapon traps as the only way into my next base.
