Are you sure you're selecting the correct civ with the civ select screen?
Orcs are the only playable civ, world gen refuses to gen without a playable civ, but when dorfs and wizards are playable orcs gen, but are not playable in fortmode..

No, they are playable. Use the tab button to go to the screen listing playable civs, then use the + and - buttons to select the civ. You can tell what race you're playing as because the top race listed with the races will be the one you're playing as.

I tried that several times, after I did that I made them the ONLY PLAYABLE RACE, the world refuses to gen.

Oh, well there's your problem

The NIPPON entity has no CIV_CONTROLLABLE under it and you have redundant CIV_CONTROLLABLE and INDIV_CONTROLALBLE tags above any entity. I missed that because I only did a quick glance :X

So I'm new to modding, and I've been dabbling around in the existing creature raws to figure out how to make new ones. I noticed some of them have tags with !s around them, like ![PET]! or ![MOUNT]!

What exactly does that mean?

I've never seen that.

It should mean nothing.

Isn't that what the No Exotics script uses to distinguish what it changed and what's there in vanilla?

I think you need to give it a [FLIER] tag, the birds all seem to have that.

Correct. That's added by the LNP and a few other ones when removing aquifers/exotics and the like. Handy way to remove the effect without deleting the tag outright.

To breath fire like a dragon add [DRAGONFIREBREATH] but it may burn itself up if you don't also add [FIREIMMUNE_SUPER] (it isn't possible to breath fire as an adventurer though).

Hm, have you considered murder?  It's either that or letting it go.

Looking through the skill list shows a lot of... interesting tokens. What happens if you use one like WRITING or something? Would it actually work? It doesn't seem like that skill actually exists, or if it does we can't see it.

And I haven't tried this but if you use a social skill token, doesn't this mean any random dorf can do it? I'm not aware of you being able to toggle social skills ON/OFF.
