One of my dwarves was taken with a fey mood.  He seized a craftsdwarf's workshop and made a bituminous coal scepter.  When finished, he was rewarded with Legendary Engraver skill.

Unusual and possibly related factor: He was the chief medical dwarf.

Unusual and possibly related factor: His fey mood coincided with a goblin ambush and much manipulation of burrow assignments.  He defied his burrow assignments to carry out his task, which makes sense--you wouldn't expect simple instructions like burrow assignments to dissuade a moody dwarf from doing what the voices are urging him to do.  Nevertheless, I mention it as a possible cause of the unusual result.

EDIT: The possible bug here is that Engraving isn't the skill one might expect a dwarf to exercise when he creates a scepter from bituminous coal at a craftsdwarf's workshop.

Not a bug.  Engraver is an artifact-producing skill, meaning that if it's your highest skill (even by just a little bit), you will use it to produce an artifact when you go moody.  This will result in you claiming a craftdwarfs workshop, grabbing a piece of stone (which bituminous coal counts as), and 'engraving' it into a piece of stonework.

Since non-possession moods give a huge bonus to the skill you use, this will then make them a legendary engraver.

Obviously, engraving can't normally be used to make objects, but moods break a lot of rules by design -- they're sort of half-magical.
