[0.31.01] replaced mayor stays a mayor

When a mayor is replaced, the previous mayor keeps the profession "mayor" and still issues mandates.

Steps to reproduce:
1. Start a fort.
2. Get a mayor.
3. Wait until the mayor is replaced.
