I'm not quite sure if this is a bug or not.

After overflooding my farms I attempted to drain them by making a tunnel that would cause it to move off and fall into a river 2 z lvls down. But then I think the water in the tunnels connected to the river via waterfall because they had flow after that. It was rather frustrating.
