This is probably a result of bug #0000018 - "Pathfinding fails to update after map changes", which should be fixed in 0.31.03 whenever it's released.

It's amazing how they can make an entire floodgate out of the bones of 2 cats.

Try building a door, locking it, then unlocking it. It may not help, but it seems to have helped other people with a similar situation. The theory is that locking and unlocking the door forces a reset of the pathing tree, so the miners will actually see something else to do.

Do you know if using a door operated by a lever helps?

If that is the same effect as locking and unlocking a door, you could hook a door up to a repeater somewhere on the map and that will keep the pathfinding updated continually.

I haven't yet encountered this bug myself. The dwarves do tend to linger for a few minutes, but then snap out of it and go on their way after a short time.
