Okay, I realize that this thread hasn't been touched since April, but it's the thread you find when you search for "lye bearing barrel", so I'm going to add some information.

Lye is created in buckets.  The buckets full of lye will set in the ashery until there's a place to put them.  That place is a food stockpile with "misc liquids" enabled.  Once there is a stockpile, the lye is taken there in its bucket and dropped off.

At this point, if there is an empty barrel in the stockpile, the lye will be put into that, and you're golden.  I don't know if there are a ton of bugs with lye, but I suspect that the problem with lye is that people run out of barrels.

Hmmm...

Soap making works fine for me, but I have a workaround;

I make tallow in my fort, but I only get lye from trade, that way there are always lye barrels available.  My soap gets made, it gets hauled to the hospital and dorfs will use if to wash themselves and to bathe patients

No, none.  I used to get message spam constantly, mostly from dogs trying to wash and then suddenly realising they didn't have hands, but since 31.18 it's been fine

From what I've been reading, most people are lacking Tallow.
     It's animal fat.
