Do dwarves with splints eventually heal enough that they no longer need them? I have a dwarf with like 5 splints and I think it was stopping him from being able to train properly. I removed him from the military, but I'd like to add him again at some point !

When dwarf is healed enough, he removes the splint and drop it on the ground. Then someone will haul it back to stockpile (if available). How long the healing will take, Armok only knows.

Is it possible to do something with owned clothes dropped in rooms before providing cabinets? Except pumping magma 40 z-levels up?

(repost)

I don't believe there's anything that you can do, short of using a utility (I think there's one called "clearowned" in the lazy noob pack) to remove ownership of the clothing (so somebody will put it back in the finished goods stockpile, or you can order it dumped). Of course, the dwarves will just claim the clothing again and dump it on the floor in their rooms, if you don't order it thrown in the magma quickly.

Assigning everyone to military squads with "replace clothing" might prevent them from claiming more clothing to use as carpeting, if you want to have clothes around without anyone owning them. It's also the only way to get dwarves to wear clothing once the clothes they come with wear out, since they prefer to keep their new clothes in their rooms instead of on their bodies.

I just saw I could build a floor grate directly on a built floor. How does the result act? I assume I'd better remove the floor, if I want to use the grate to clean Dwarfs.

So I got 21 weapon traps and 21 steel bars to make weapons out of to load. The way I'm going to set up the traps is 7 wide, 3 deep in front of the main entrance to my fortress. What configuration of weapons would be the best for dealing with a small ambush?

Can a FB made of fire steam away a large lake? I have/had an underground lake that was a nice winter water source, and suddenly I'm getting spammed with "no water source" messages. I checked it out and it's a series of 1's and mud. Given that my only uses of that water are occasional winter drinking and pond filling, I very much doubt the dwarves used all the water, and I'm trying to figure out other explanations. I recently had a FB made of flame that set the whole middle cavern level on fire. Could that explain this? It didn't drain - I have no digging projects down there at all.

Yes, an FB of fire can indeed do exactly that.

How do I dump a goblins stuff while he's in a cage and how do I dump him down a pit without him freaking the guy throwing him out.

d-b-c should claim their items and then d-b-d to dump it. Wait for your haulers to actually dump the items. Most fun is if you only take their weapons away (in which case you should dump via the z- stock screen) so the armour provides more training. Make sure you actually have a dump zone.

More importantly, make sure you're not dumping the cages.

Also, I've read thieves will try to escape if you pit them while military types won't, but I'm not sure, so it might be preferable to disarm them anyway. And keep a very short distance between cage and pit. I've killed about four goblin soldiers by chucking them from -46 to -60 and none have managed to get out, but I've built the cages next to the pit.

I did too. The hauler dropped him, got slashed in the face, then proceeded to beat the goblins brains in. :\  I wanted to drop him in the walrus pit.

Thieves and snatchers will try to make a break for it (sometimes) when they are being pulled by a dwarf. Soldiers, however, are honorable and will accept their fate.
QUESTION:

Is it possible to locate artifacts/named weapons?

...Because I lost one of my soldier's named swords. Apparently, the soldier doesn't exist, and the only people who have a name close to his are wielding hammers or axes.

It functions exactly the same as a floor would. Also grates do not let contaminants fall through them, the contaminant just gets on the grate instead. What they do let you do though is flood the room with water/magma to clean it and then let it drain out.

Does having a 3x3 embark help framerate a bit?  My framerate tends to cringe up in a corner and die slowly once I get more than 100 dorfs.

If the desired goal is clean dwarves, water falling through a grate isn't exactly the optimal solution, for the reasons i2amroy discussed.  Dwarves who are admiring a waterfall up close will become clean, yes, but the grate will become soiled, and then some dwarf will feel compelled to clean it, and you'll get spammed with job cancellations because the grate that he's trying to clean is suddenly in deep water during the job.  It's highly irritating.

The best way to get clean dwarves is to have them walk through 2/7 or 3/7 water.  You can put the dwarf wash troughs right before the waterfall, to avoid contaminating the grate, if you wish.
