Will a beehive spawn on a map that doesn't initially have a hive anywhere on it?

No, no bees will spawn if there wasn't a hive when you started.

Is there any reason dwarves aren't using my bins (.19)? The bins aren't forbidden and I haven't touched any files. Bug?

What are you trying to store? In what kind of stockpile?
Are max bins set to 0 in the stockpile settings?
Have you tried waiting a while?

Cloth, mostly; max bins is set to 48; I've waited about a season. I noticed they aren't really using barrels much either. This is upsetting.

I've run into this kind of thing too. Dwarves have strange priorities when it comes to stockpiling stuff. They'll completely fill up a stockpile with mugs... and not even touch the four hundred empty bins despite none of them being reserved. But once they're done stockpiling the mugs, THEN they'll start taking them out of the stockpiles and filling bins with them, then put the bins in the stockpile.

It's incredibly annoying, yes. All I can suggest is to stop production on whatever it is they're not storing in bins/barrels for a little while so they can catch up.

Also, you can download DF without the music pack. It's the small version.

I like to play DF in absolute silence.

Another question. How the eff do you make a pasture? I can't find it, and I'm worried my animals will starve - or will they eat the randomly scattered baby toes and needle grass for now?

And one more. My dwarves don't seem to be taking any of the cactuses I had chopped down to the wood stockpile. There's three idlers, all with hauling turned on, and they're not doing it. What's up with that?

Check and see if you have "Dwarves Gather Wood" turned off in the orders menu.
