Not quite. You need to build THEIR cage.
You see, cages are buildings, it's how you make a zoo. It's how you make a jail. It's also the only way to move the creature with the cage. Once the cage is 'built' then you can do stuff to it. It's like how even though a bed is in a stockpile, the dwarves won't use it. It hasn't been 'built' yet.

I always think of building furniture as 'Installing' it in place.

Dwarven furniture is similar to ikea?

If I request steel bars and weapons, will they be more enticed to bring steel weapons?

Also, would it be worth it to train my weaponsmith with steel, or would iron be better considering it's cheaper?

No. They will bring more steel bars and weapons.

To train weaponsmiths, I usually make copper bolts or steel trap components.

I make whatever weapon the traders request out of silver (which is normally absurdly common on my maps).

use whatever metal you have the most of and make whatever you want to train, but might as well make it useful, i have lots of hematite so i use steel because i ahve flux and magma smelter so all i need is 1 fuel per steel bars

depends i've had one fall three z levels and die because they landed on their head and others fall like 8 and have nothing but broken legs

my dwarves dont throw parties anymore which wouldnt really matter but not a single dwarf in my fortress has decent social skills(and i have over 200 of them). theyre all relatively content and i have the right areas and they used to alot, but not for years now.

I have not seen a goblin survive 15 z-levels
I've had multiple goblins survive ~10 z-levels.

Survival is probably affected by whether or not you remove its armor first.

I've got one cruising around 20 z levels high, who seems perfectly unconcerned with the happenings of the terrestrial species.

I would try (I have not) attacking and luring a breeding pair into cages, release them in a contained area of your fortress to breed, then collecting the chicks and butchering or caging the parents. As long as the chicks never attack/become hostile toward a dwarf, they should grow up to be obedient war eagles.

In the current version of DF, most creatures don't actually go out of their way to attack your dwarves or creatures.  They'll actually avoid contact and only fight if they don't have any other choice.  So you need to set up cage traps somewhere the eagle may roam away from your fortress.  Cage traps scattered around the ground in the corners of the map might do it, or cage traps on the top of mountains if you have any mountaintops that dwarves aren't close too often.
