Question -

We all know that artifact weapons are badass. But if I'm an adventurer, how do I get one?
Can I forge it myself somehow?
Do some shops sell them?
Must I create a fortress first, then abandon it and pick up my weapons of awesome craftsdwarfship?

How?

Artifact weapons are only ever created by dwarves having strange moods during fortress mode.  If you must have an artifact weapon as an adventurer, you will need to first make a fortress and arrange for your dwarves to make artifact weapons.  Then you must abandon the fortress, find the fortress as an adventurer, kill whatever has moved into the fortress, and find the artifact weapon.

How can i transfer power from those windmills to the millstone? Neither gear assemply nor horizontal axle activates...

You probably have no wind on your map.  :-\

There seems nothing wrong with one of them. To go across a corner you need a gear assembly. To go up a z-level I would suggest an assembly too.

Windmills only provide power to the tile directly below the windmill (and above but that's advanced stuff and not very useful). So to make one channel away one tile of ground (dig away the underlying z-level first so you don't end up with a ramp and so you have access). Put a gear assembly in the hole and the center tile of the windmill on top of the gear afterwards. Check if you built windmills provide power (are turning) first, so you don't do all the work on a map with no wind.
Once your done, connect anything you need powered to the gears. Since some machinery can connect directly (works like a gear), you can also build a windmill on top of pumps and millstones directly. The 8 non-center windmill tiles need to have a piece of floor under them however, and the machine to be powered has to be built first.

When are dwarves considered "relieved from duty"?
I thought it was when they were removed from the military altogether; however it seems that not giving them orders on their schedule (to give them a break) also leads them to consider themselves as relieved from duty. Am I right or did I do something wrong somwhere?

Can I even make drums? My mayor asks in his first mandate, not unreasonably, for a single drum, but I can't seem to make them. I've made at least a good 30+ instruments, but no drum to be seen. :o

The only thing I can see that would cause that is that drums have different material requirements than other instruments.  Most instruments have the [HARD_MAT] token, drums don't.  This might mean that you need to make drums from wood or something.  I do see 'make wooden instruments' as an option in the job manager menu, so you could try that.

Not all eight of them. I've had success building a Windmill on top of a C-shaped wall, with the Gear assembly in the hollow of the 'C'. That leaves one tile of the Windmill unsupported, but it works fine.

I am trying to make chickens lay bees as eggs. So far it only produces a single "Tame Small Creature" when a hen lays bees.
Honestly at the time, I didn't see what could go wrong with crowding 80 military Dwarves into a small room with a necromancer for the purpose of making bacon.

Not very. Training is a little tricky, and there's a few ammo assignment issues, but they work well enough.

I have multiple tables in my dining room but when I designate a dining hall from one does it automatically include all the other tables in the dining hall?
