Unless you have modded your entity raw files, the dungeon master will never come in the current version.  Immigrant nobles are bugged at the moment.  You can mod your entity raw files to make the dungeon master manually assignable like the other nobles.

alternatively you can replace [PET_EXOTIC] tags to [PET] and then any regular dwarf can train it.
I vaguely remember a program that did this automatically.

capture lots of elephants and butcher the calves. Very easy when you have like 200-400 elephants or so.

Are they diagnostic required? If they do you need a medical noble

nope CMO has already diagnosed and treated, yet they arn't healing

also, i keep getting equipment mismatch notice from my soldiers, whats that mean?

Are Hatch Covers considered a walkable surface? Can you stand on them and use them to cross 1-tile channels (like a bridge).

Equipment mismtch: this means that the dwarf was unable to put a part of their uniform on because of size/permit issues, or something as annoying as the idiot dwarf trying to put shoes on before socks

One possible solution is the change uniform options from "over" clothes to "replace" clothes.

Cages CAN catch cave swallows, but unless you're forcing the thing through a one z-level tunnel, it will most likely fly above it.

If by hatch cover you mean the lever operable thing, then yes, they are walkable when closed.

Equipment mismatch can also happen when a pair of masterwork (or of a better metal) boots or gauntlets is completed and every soldier (or only two?) try to upgrade, one gets the left gauntlet and then is stumped as the other soldier took the right, now he's confused as he already took off both old gauntlets. Sometimes they fail to put on another gauntlet (you usually find out when you find a soldier without a hand in the hospital after a siege). It also happens with marksdwarfs whenever you make ammo (same problem there the new bolts are assigned to the squad every dwarf with an empty quiver tries to refill by the time the last soldier gets to the forge the bolts are already taken).

Catching flying creatures with cage traps is actually quite easy, you just have to make sure they have a 1 z level corridor to fly into. I usually make a 10 tile long corridor the only access point from the caves to my fort, so cage-traps become usefull. I keep catching a variety of flying creatures (bugbats are common), blind cave ogres, naked mole dogs, Giant Olms, a Reacher and a lot of crundles.

If the caves are higher than 1 zlevel, just make a ceiling.

Also, I'm often bothered by vultures and buzzards outside. I try to put all workshops and farms in some sort of building, which also has a 1 z level entrance with a cage trap. Catches the buggers every time. I once used weapon traps, but the vulture pushed UristMcWeakling into it and he was sliced to bits by my 8 steel serrated discs...

Since vultures always steal food, I put special traps outside. Designate the middle tile as food stockpile, disable barrels, build 2 3 tile walls alongside, put a ceiling on top and build 2 cage traps in the only (n/s or e/w) entrances. As soon as a dwarf puts some food on the stockpile, forbid it so they leave it alone and the trap is set. Often I look in surprise as I suddenly have 6 to 10 vultures in my animal stockpile, caged and ready to be trained (or butchered).
