A few months, maybe a season of two depending on how long ago he started.
Maybe he wants giant cave spider cloth? Check his personality for cloth he likes.

My dwarf in a secretive mood wants stacked cloth and stacked cloth (and some other stuff). He already picked up some cave spider cloth, but he refuses to get the fiber cloth. Any ideas why? I can't afford to lose this guy.
Make sure that all your cloth isn't already reserved for your hospital.  If you seem to have cloth, and he won't take more, try temporarily undesignating your hospital zone and see if that frees up the cloth for his use.

Because I trying something new. I want to build a fairly large above ground living tower. "Why would you build above ground?!" You might ask, "That's so un-dwarvenly!!!! D:< " I know. But. I've decided to bend the rules a little :3 I call them Dwelves xD
But, I can't build walls over floors >.<
I've gone over the idea of building floor tiles for the size of the room, then building the walls around them(because walls can apparently float when attatched to the side of something). But is there any other way of being able to do this, or would my idea even work?

Walls can be built on top of the floor created by other walls, but not normally constructed floors.

EDIT: Normally constructed floors, not walls.
Sorry.

I'm building this all with constructed walls and floors. But to have a wall underneath my one floor would not allow me to have anything on that floor though.

Walls can be built just fine atop other walls. What you can't do is build them over constructed floors. A wall makes a floor above it that ban be built on just fine, but if you put a floor on it, then you can't build.

I know this. But is there a way to work around that to make bedrooms like you can if you were just to dig them out underground?

You could try casting obsidian, perhaps?

read in a post elsewhere that saplings can appear on muddy constructed floors.
question is, can they appear on muddy constructed floors that are aboveground, inside, and "light"?

also, are skeleton/zombie animals unlimited, or do they have a population count?
has anybody tried to genocide them for a few years as a test?

alsoalso, is it still possible for GCS to appear in a cavern if there weren't any GCS webs in that cavern?
just holding out hope on my terrifying ocean+savage tropical hill that unfortunately doesn't have any GCS webs.

I can't build a wall ontop of a constructed floor, I'm aware. But would building some floors tiles to make a bedroom and then building a wall around those floor tiles, work?

If you want to grow trees or farms floating somewhere above ground, you need to cast obsidian first, then get it muddy.  Shrubs/trees won't grow on constructed walls or floors, and you can't farm on constructed walls or floors.

I wasn't planning to. I was going to leave the bottom floor as a farm, second level as an eatery, and above levels as housing areas. Then below the farms I'd have stock piles for materials, and leave my work shops outside so all my dwarves can get some sun, and not adapt to caves >.<
