Are steel traps reusable after they have been triggered? What is the best trap, made of steel, to kill enemies that wander in like masses of goblins and the like?

All traps are re-usable. The best traps however, is debatable. Some players swear by serrated disks because they are valuable and tear invaders to bits. I personally like hammer traps because I can still use hammers and I can rough everyone up and still get XP for my soldiers, plus the hammers are re-usable for weapons late, but are terrible when made out of steel. Menacing spikes impale, but only hit once, but go really, really deep. Spiked balls hit three times, but with short penetration. Your probably better off with the discs if you don't want to worry about hauling and jams.

10 Steel or 'special-metal' Large Serrated Disks in a trap will sever almost all limbs almost every time; I've never had them jam in my experience (though it may be possible).  They actually attack 3 times every time they get triggered, making for 10 of them to cause a LOT of stuff to be cut off.
10 Silver (or modded Platinum) Spiked Balls in a trap cause massive damage through armor (though they won't penetrate; works nicely for softening up enemies for your military to finish off)  They cause impale damage normally, but if they fail to penetrate armor, they count as blunt instead.  Steel also works fairly well for these.
Corkscrews and spikes (also spikes in an upright trap) I personally stay away from.  They do a lot of damage, but have a high tendency to jam, which (if you haven't forbidden your traps), causes your dwarves to try to unjam them.

Cage traps are just overpowered.  Need a new cage each time it's triggered, but that doesn't really matter when you can catch almost any creature 100% of the time.  Giants and seiges get stuck in the traps very nicely, which you can then use as live training dummies for your units. (you can strip them of armor and weapons first, making them ineffective against any of your armored soldiers)

Stone traps suck.  Must be reloaded after each triggering, and cause little to no damage.

True. In 40d I found them useful against hostile wildlife (rhesus monkeys and such) but with the new materials system in df2010 they can't even stop deer. Stone has lower density than metal, so rocks just bounce off most animals, causing light bruises, but little else.

This is not true; discs cause LOTS of hauling jobs; each body part has to be carried off on its own.

As far as I know only bismuth, iron and a certain special rock increase in value when made into bars; the rest are the same (except lead, which is worth LESS once smelted)

very very true - serrated discs need a lot of metal to make (if you want 10/10 traps like me) take a lot of mechanisms and hauling to the construction and always chop up invaders so bad that if you dont pick up the stuff you'll die a horrible fps death after your fort gets somewhat big. however, i still swear by them and worship them. so much i wrote the story about my last fort that died an fps death, which had the prototype of a huge weapon/spike trap array i thought up. (nude pics of the trap included)

blood and guts

and, yes, weapon traps get jammed - a LOT. you need to have some way to access them and unclog them. theres a chance hosing the stuff off with water will work, but i doubt it, as jammed meat appears in the traps items and not over it (when its unclogged, the mechanic who does it will leave the part there unless he's got hauling enabled). but as i said, i love them. they dont make THAT many pieces either, most goblins will just get sliced in half with the first attack, losing hold of a couple of items so you'll have a bit of equipment lying around but just 2 body parts (the upper body and lower). this trap i made was mostly copper discs and some iron and it worked beautifully with sieges. if you're unlucky sometimes invaders lose hands and legs before getting sliced in half but as long as you can secure the area and pick up the pieces you're ok. if you are worried about clogging make spike/spear traps in between like i did - even if they can get clogged (not sure) they work fine if you retract them and push out again. i had a lever inside connected to them all and someone repeatedly pulling it. even when the disc traps were clogged, spikes worked just fine. in fact, spikes are good against mushy enemies and AFAIK weapon traps are good against pretty much anything, so its handy to combine these. having a layer of cage traps after these helps to make defenses tighter too. in the above trap arrangement, i had *no* military ever, all my defense was this trap grid and the only problem was that there was so much stuff lying around that it was dangerous to try and pick it up, but a little care and savescumming does the trick there.

[/rant] anyway, serrated discs are the motherfucking ass!

If you were on the website surely you couldn't have missed the explanation to get it to work with other OSes and newer versions of DF? ;)
